Trying to help moderator - someone she blocked is sending her bad email how can she keep them from coming back?

my friend is a moderator of a group on yahoo and someone who she blocked is sending her personal hate email - she wants to keep person from coming back under a new name to the group but does not know how to do that - does yahoo have an answer
